Incorrect interpretation of collocated_from_l0_flag.

Description

The HM 7.2 software interprets the collocated_from_l0_flag=0 to mean List0 and collocated_from_l0_flag=1 to mean List1. This is the opposite meaning when compared with the WD text.

The attached patch can be used to fix this mismatch.

Patch has been updated for HM-8.0. I believe this patch will fix Ticket #701 as well. Thanks.
