New slice mode added on the top of HM-6.0rc1

Description

AHG4 on High-level parallelism has as a mandate: "Introduce slice-tile constraint functionality into the HM (i.e., addition of a slice mode to encode slices using an integer number of tiles)." The attached patch includes a new slice mode for HM-6.0rc1 to encode slices using an integer number of tiles.

We add a new patch (NewSliceModePatchForHM6.0dev) in the attachment to meet the HM-6.0-dev base requirement.

Could you please revise the patch to conform to our coding style: new variables should not contain type prefixes (JCTVC-H1001 section 3.1.5)

A new patch (named as NewSliceModePatchForHM6.0dev_r0.patch) is uploaded here to meet the requirement of the HM coding style.
