j0033 fix of wpp entrypoint offsets with slices

Description

Patch based on 7.1-dev release 2449, to implement j0033 (WPP entry points simplification) which is actually a bug fix. Avoids the writing of "zero-length" substreams when wpp is used with slices.

A new patch has been added here, suitable for 8.0-dev (release 2753). The previous 7.1 patch no longer worked in 8.0 due to PPS changes.
