Description

In the WD num_ref_idx_l0_default_active_minus1 and num_ref_idx_l1_default_active_minus1 in the PPS are coded with ue(v) whereas in HM they are coded with u(3)

I aligned the software to the draft in r2502.

The same applied for num_ref_idx_lX_active in slice header, which I also corrected.
