Description

Inaccurate bit estimation in RDOQ for coeff_abs_level_remaining because the parameter update scheme is changed.
Patch and performance changes are attached.

The patch contains modifications to the decoder, which is rather odd given the description of the issue. Even if these modifications are purely editorial, they shouldn't be included in the patch.
