NSQT InterTUSplitDirection wrong for chroma blocks

Description

When splitting a transform block non-square, resulting chroma blocks seem to use 2-point transform or reside at wrong locations, e.g.:

  • Splitting a 16x16 transform block into, e.g. 4x16 luma blocks results in 2x8 chroma blocks.
  • Splitting a 4x16 luma block into 4x4 blocks results in one strangely located 4x4 chroma block
