scaling_list_present_flag

Description

The semantics of scaling_list_present_flag is wrong and inconsistent with HM6 software. In CD, scaling_list_present_flag is defined as on/off switch of scaling list. However, the switch to turn on/off of scaling list is defined as scaling_list_enable_flag. The scaling_list_present_flag is to indicate if default matrix is used or scaling list data is present in bitstream.

The semantics should be replaced as follows.

"scaling_list_present_flag equalto 0 specifies that the value of scaling list is not present and the value of all scaling lists are set equal to the default scaling list
“

In addition, scaling list on/off switch in de-quantization process in 8.6.3 should use scaling_list_enable_flag rather than scaling_list_present_flag.
