Description

enc-dec mismatch occurs if parameters in config are set as
MaxCUWidth 32
MaxCUHeight 32
MaxPartitionDepth 3
MaxCuDQPDepth 1
and command options "-aq 1 -aqr 12" are specified. (It does not occur if these options are not set even with the config setting above.)

How is that different to issue #392?

Together with fix of #392 "bugfix_for_dQP_r1.patch" will solve the problem.
