According to the plenary discussion at the San Jose meeting and JCTVC-H0738 (WG11 m24000),

A.3.2 Main profile:
...
– When tiles_or_entropy_coding_sync_idc is equal to 1, ColumnWidthInLumaSamples[ i ] shall be less than or equal to 384 for any i in the range of 0 to num_tile_columns_minus1, inclusive.

should be

– When tiles_or_entropy_coding_sync_idc is equal to 1, ColumnWidthInLumaSamples[ i ] shall be greater than or equal to 384 for any i in the range of 0 to num_tile_columns_minus1, inclusive.
