Bug1
sao_offset[ cIdx ][ rx ][ ry ][ i ] range's description is not correct in band offset case where signed value is needed (corrent in edge offset case). This is related to "removing sign of SAO offset (JCTVC-H0434)", while H0434's draft is correct.
