BelowLeft LCU availability check when TileBoundaryIndependenceIdc = 0

Description

In the current HM implementaion, the BelowLeft neighbouring LCU is always unavailable. However, when TileBoundaryIndependenceIdc = 0 and the BelowLeft LCU belongs to another tile, it is possible that the BelowLeft LCU is available. We have provided a patch to address this corner case bug.
