Question regarding undefined initialisation value for explicit_rdpcm in I slices

Description

There are no initialisation values defined in Table 9-4 for explicit_rdpcm_flag and explicit_rdpcm_dir_flag in I slices.

Is there some mechanism that prevents these symbols from appearing? (As far as I can see, an INTRA block using block copying mode may require the symbols to be read even in an I slice.)

The contribution document is missing a modification to the initialization parameters. Based on the following meeting decision (O0185), i've updated the context init tables to provide the extra init states:

Enable Inter RDPCM (whatever method) for intraBC (ie, match the software)

However, the software marks the init values for intra slices as CNU. There have been offers of calculating appropriate init values for the new context models for the next meeting, i would like to suggest that they also cover this case.

The value of 154 (CNU) has been used as a place holder in the spec.
