IC parameters is meaningless in HTM when no training samples are available

Description

In 3D-HEVC text, when no training samples are available for training IC parameters, IC is not performed, this is reasonable.
However, in HTM, meaningless IC parameters are used in this case.

Should align HTM with 3D-HEVC text.

The bug is fixed in branches/HTM-11.2-dev0 Rev. 1036. The fix will be part of a future HM release.
