Configuration File for Inter layer prediction only at IRAP pictures not working

Description

We noted a problem with the configuration file provided with HTM 10 (gopCfg_PIP_on_IRAP_3view.cfg). With reference to the attached file, upon running the encoder using the configuration file for inter-layer prediction only at IRAP pictures, we are presented with the following error.

Assertion failed: maxTidIlRefAndSubLayerMaxVaildFlag, file ..\..\source\App\TAppEncoder\TAppEncTop.cpp, line 1522

Please see if two of the proposals (JCTVC-Q0060 and JCTVC-Q0079 - both discuss the same problem) being discussed in the current meeting, which applies to the case where only IRAP picture is used for inter-layer prediction, is relevant to this problem. The "bug"-fix (i.e. Option 1 in Q0079, also proposed in Q0060) will be recommended to be adopted by the Joint HLS BoG. I think that might be the root of the problem mentioned in this ticket.
