According to the discussion on TMVP hook as proposed in JCTVC-L0177, POC difference 0 can never occur in HEVC version 1 and not need to be specified in HEVC version 1. However there is already such a case of POC difference 0 in the current text of JCTVC-L0030-v3.

should be replaced with
