Don't change Lambda for I slices when HadamardME is disabled

Description

When HadamardME is set to zero, the lambda value is changed for all slice types. Changing the ME options should not have influence on intra only coding. Thus we suggest to change the value only for non-I slices.

A patch for changing the behavior as suggested has been attached.

Since there seemed to be no objection, the patch has been committed in r3152.
