Description

Two patches based on 8.1-dev, release 2870 to remove no longer used functionality related to wpp flushing. Doesn't affect any results in common test conditions or wpp encoded streams.

wpp1:
A no-longer-relevant test is removed from both the encoder and decoder relating to the detection of a WPP substream crossing a line of LCUs. This condition is no longer possible with the enforced substream-per-line.

wpp2:
Removal of no longer needed functions based on codeFlush and decodeFlush in encoder and decoder.
