Coding Mismatch between HM8.0dev and WD on short_term_ref_pic_set_idx

Description

In JCTVC-J1003_d7.doc, short_term_ref_pic_set_idx of slice_header is coded with u(v) while HM8.0dev seems coded with ue(v).

The text looks consistent for u(v) coding. So I would consider this a software issue (changing the component to HM). I also did not find anything if this was changed in the last meeting cycle and would be one of the pending implementations.
