Text/HM mismatch in alf_nb_pred_luma_flag

Description

In HM-6.0 and HM-6.1 software, the (N-1)th coefficient of luma ALF filter is predicted from other coefficients when alf_nb_pred_luma_flag == 0. However, in the WD6_dK text (subclause 8.7.3.2.1), the prediction is done when alf_nb_pred_luma_flag == 1. It is suggested to modify the HM software to align with the WD6_dK text.

This function is removed in HM7 and draft7 text.
