Description

When JCTVC-H0535 was implemented in the HM(​http://hevc.kw.bbc.co.uk/trac/changeset/2052) the tables mapping ctxIdx to initValue were updated, but the equivalent tables in the WD(9-36 to 9-62) were not, resulting in wrong pStateIdx when the algorithm in 9.2.1.1 is followed.

(Note that some of the changes introduced by r2052 don't produce the same ctxIdx => pStateIdx mapping as before. For example, take sao_merge_up_flag with ctxIdx 0, before r2052, initValue is 109 giving pStateIdx 49; after r2052, initValue is 175 giving pStateIdx 50. I don't know if this is intentional.)
