PPS: num_ref_idx_lX_default_active_minus1 draft/software mismatch

Description

The following PPS syntax elements are missing the the HM software:

num_ref_idx_l0_default_active_minus1 ue(v)
num_ref_idx_l1_default_active_minus1 ue(v)

The attached patch provides an implementation of num_ref_idx_l0_default_active_minus1 and num_ref_idx_l1_default_active_minus1. Since the encoder currently sends the size explicitly all the time, some minor bitrate savings are achieved by the patch.
