Description

The syntax element of tile_control_present_flag is only used to determine whether loop_filter_across_tiles_enabled_flag is present.

In previous WD, the tile_control_present_flag syntax element indicated that the loop_filter_across_tiles_enabled_flag and/or the tile_boundary_independence_flag may be present. With the removal of dependent tiles, there was no longer a need for the tile_boundary_independence_flag syntax element and it was removed leaving the loop_filter_across_tiles_enabled_flag as the only syntax element indicated by the tile_control_present_flag.
