sao_type_idx should be unary binarization instead of fix-length binarization when using CABAC

Would it be sufficient to replace "FL, cMax = 3" by "U" in "Table 9 32 – Syntax elements and associated types of binarization, maxBinIdxCtx, ctxIdxTable, and ctxIdxOffset"?
