Description

We observed significant loss of BD-rate for 1-pass / 2-pass ALF in HM5.1 (and HM 5.0). The loss seems to be introduced when integrating JCTVC-G665 (prediction for ALF coefficients). In the function "decideFilterShapeLuma", filter coefficients are changed incorrectly by this bug.

The recommended bug fix is attached.
