HM 16.15_SCM8.4 producing streams with incorrect PPS ID for some slices

Description

I generated a stream using the attached Cfg file.
I am also attaching the generated stream.
In the AU no 17 having POC 32 the PPS ID encoded in the first slice is different from the PPS ID encoded in the other slices.HM considers them to be the same AU, but this should not be the case.The issue seems to be in both encoder and decoder.
