Description

Per the meeting notes, it was agreed to fix this (cf. JCTVC-T0048, T0055 and T0056) in SCM-4.0.

A preliminary study hinted that T0048 fix for slices seemed to be better than T0055.

Please note that this should be included in SCM4.0 as testing conditions would be affected by this bug.
