intra_smoothing_disabled_flag use in the decoder

Description

As per standard, for Main 4:2:2 10 profile, the intra_smoothing_disabled_flag (in SPS extension) should be 0 (table A-1 of Q1005_v4_FREXT). But the HM decoder is decoding Main 4:2:2 10 profile stream with intra_smoothing_disabled_flag set as 1, without throwing any error (bitstream source: ​http://wftp3.itu.int/av-arch/jctvc-site/bitstream_exchange/RExt/ Main_422_10_A_RExt_Sony_1.zip).
