Redundant inverse transform in Intra blocks

Description

In Intra blocks decoder executes redundant inverse transform when cbf is 0.
Decoder run time for HM-12.1+RExt-5.0.1 reduces by 15% in all-intra lossy test if redundant inverse transform is skipped.
