Description

In HM12.0-dev branch, the following define breaks the sao (decoding mismatches)
#define HM_CLEANUP_SAO 1 /< JCTVC-N0230

The SAO filtering availabilities across tiles and slices are wrongly computed in TComPicSym::deriveLoopFilterBoundaryAvailibility

Attached is a patch that does the correct computation.

Fixed in r3640
It would be helpful to have a bitstream testing these corner cases.
