decoder segmentation fault when decoding RAP_B_Bossen_1.bin

Description

The decoder stops with a segmentation fault when decoding conformance bitstream RAP_B_Bossen_1.bin.

Segmentation fault is caused by an attempt to free a NULL pointer.
Proposed patch is attached.
