APS writing needs cleanup — at Initial Version

Description

Since there is no CABAC coding in the APS, the APS writing functions should be cleaned up similar to the decoder, i.e. moving all decision logic to the VLC writer similar to SPS and PPS.

r2156 shows a good example how complicated it is to add a single bit at the end of the APS compared to SPS or PPS.

Also only few of the APS fields support trace file functionality at the encoder.
