954	VPS extension assert	jonatan		"The HM VPS parsing code (in TDecCAVLC.cpp) contains an assert to check that vps_extension_flag is equal to 0 and does not parse vps_extension_data_flag, but the specification requires that when vps_extension_data_flag is equal to 1 conforming decoders shall ignore all data that follow the vps_extension_flag.

The attached patch (based on HM-9.1-dev rev 3218) fixes the problem with a solution that matches how sps_extension_flag is handled.
