833	Chroma QP offsets cause encoder / decoder mismatch	bheng		"The Chroma Cr QP is not always set during encoding depending on whether the Cb QP was already set or not. This causes encoder / decoder mismatches, particularly when the Cb and Cr offsets are not the same.

I believe the attached patch would fix the problem.
