474	Missing initialization of I_PCM transform index	kchono		"When I_PCM is selected, its transform index is not initialized at decoder. Although tranform index is not used in I_PCM encoding and decoding, the value should be initialized (with 0). Attachment is a patch to HM-6.1-dev rev.2173. (Note that the patch also includes the initialization at encoder to ensure it in future modifications in the related codes.)
