The note of sequence_type_flag semantics should be improved. Access units containing pictures that represent 1080i fields cannot have dimensions of 1920x540 because the minimum CU size is 8 in the current spec. The following text may be more appropriate:

""NOTE - The video coding layer of HEVC does not treat access units conveying pictures that represent fields or frames differently. A sequence of pictures that represent fields would therefore be coded with picture dimensions of a field.
