In ComTrQuant::bitCountRDOQ, when CAVC_RDOQ_MOD was enabled, vlc_adapative was declared as Int*. But when CAVC_RDOQ_MOD was disabled, vlc_adaptive was declared as Int. This inconsistency caused the compile time error at line 1424 and line 1945 with CAVLC_RDOQ_MOD disabled.
