Various checks have previously been requested for the verification of some syntax elements:
  #1360 sps.separate_colour_plane_flag
  #1313 sps.intra_smoothing_disabled_flag
  #1227 vps/sps.num_reorder_pics.

Potentially in the future the decoder could be instructed to verify that the bitstream conforms, and either aborts, or reports problems.
