1226	Wrong NAL unit type when TemporalID > 0	adarsh		"When some pictures are assigned a non-zero temporal ID in the RA configuration, some leading pictures are assigned a NAL unit type of TSA rather than RASL/RADL. The attached configuration file (that is the RA configuration with some easy coding tool parameters) enables the case reported here.

The reason for the bug is that the check for TSA/STSA NUT assignment at the encoder happens after the check for leading pictures. However, leading pictures should not be marked as TSA/STSA. The attached patch fixes this by adding a check at the encoder. The attached patch is on top of HM-12.1-dev, r3788.
