1125	Incorrect POC in RASL pictures with dependent slice segments.	bheng		"The POC values for dependent slice segments in RASL pictures are incorrectly initialized when the associated independent slice segments have been skipped due to random access or a broken link.

These incorrect POC values can cause HM to attempt to decode the dependent slice segments when they should be skipped like the other slices in the picture.

I believe the attached patch would be one way to fix this issue.

This may or may not also resolve the issue reported in Ticket #1088.
